1) Without current affiliation, you *can* directly join NSP as an "associate". This is to be distinguished from their "auxiliary" members. The former is usually done by people in the process of becoming patrollers at local areas. See:

2) The local areas are always looking for patrollers. Often people work their way up the "host", "safety team", "patroller" ladder. See:
